Advocate Mampe Matela-Mphana

Chairperson

Advocate Mampe Matela-Mphana is an LLB graduate from the NUL, she was a senior magistrate in the Magistrates’ courts of Lesotho for over a decade. She joined the banking sector in 1997 and was one of the first two candidates to be trained in the discipline of Compliance culture and introduce it in the field. Advocate Matela-Mphana has immense governance experience from training and her role as a legal advisor but also as a company secretary and compliance officer at the then Lesotho Bank, Standard Bank, Nedbank, and Econet Telecom Lesotho where she was also Chief Regulatory Officer. Advocate Matela-Mphana is currently employed at PicknPay handling all legal, compliance, and industrial relations matters.

Mrs Mathakane Mathafeng

Non-Executive Member (BCom, Henley Business School.)​

With a BCom degree from the National University of Lesotho, a Henley Business School qualification and an associate member of the Institute of Bankers, Mrs. Mathafeng’s career spans a decade in the Banking industry. She most notably held the position of Corporate Manager at Standard Lesotho Bank, a first for a Mosotho female. Undaunted by the challenges of operating what was then a relatively young Hospitality and Tourism industry; she ventured into breaking ground and creating numerous hospitality establishments in Lesotho.

Her business acumen and tenacity as a serial entrepreneur meant undertaking several women centric farming, tourism, and hospitality projects in the northern region of the country. In addition to all her accomplishments, Mrs. Mathafeng was a Member of the Grading awards Committee (Lesotho Tourism Development Corporation) and is currently the Chairperson of the Northern Tourism forum.

Mrs. Makananelo Nkoe

Mrs ‘Makananelo Nkoe is a Chartered Accountant and chartered registered auditor, registered with the Lesotho Institute of Accountants, she has certifications in professional ethics and principles and practices of risk management. She is the partner and founder of Imperium Chartered Accountants and has executive experience in various areas including but not limited to external auditing, internal auditing, risk management, financial analysis, financial statements, taxation, developing SOPs, developing, and establishing internal audit and risk management departments. Currently she is head of Internal Audit at Basotho Enterprises Development Corporation.

Previously she worked as an Audit Manager at New Dawn Chartered Accountants, responsible for the overall service delivery of audit assignments including presentation of audit findings and recommendations to management and to those charged with governance. She served clients across Lesotho within different industries including Mining, manufacturing, petroleum, insurance, retail, construction, parastatals, non-profit organizations, and the public sector.

In addition, she has served Lesotho Institute of Accountants Council and its sub-committees including admissions and registrations committee and Audit and Risk committee. She is currently serving on the Professional Standards and Quality Assurance (technical) committee as well as Disciplinary Committee. Lastly, she is a 2023 Mandela Washington Fellowship for Young African Leaders Alumna. 

Monaheng Diaho

Mr. Monaheng Diaho

Independent Non-Executive Member (MSc)

Mr. Monaheng Diaho, is an Independent Non-Executive Director at Lesotho PostBank. He holds a BSc in Computer Science & Physics from the National University of Lesotho and an MSc in Information Technology Management from the University of Free State. He also holds a Certificate in Cyber Security Essentials. He is currently employed as a Director Information and Communications Technology (ICT) at Lerotholi Polytechnic and has held various roles with the Institution prior to this appointment. He has 19 years’ experience in ICT and academic administration.

He is an executive member: Treasurer, of the Internet Society Lesotho Chapter, an organisation that is focused on shaping the evolution and the safe usage of the internet while ensuring that everyone has access including the marginalised (especially rural areas). He is a former member of the Governing Council of Lerotholi Polytechnic where his governance and strategic skills were refined.

Throughout his career, he has gained experience in business process optimisation & improvement, change management, people management and leadership with the ability to manage performance and motivate people. Through his interaction with students and parents from different backgrounds he has immense regard and understanding of how to interact with clients, deploying patience, attention to detail and clear feedback to promote products and services.

Dr. Pusetso Seth Macheli

Independent Non- Executive Director (BA LAW, LLB, LLM, PGDip Taxation, Doctor of Philosophy)

Dr. Seth Pusetso Macheli is a seasoned corporate governance and tax law professional with a wealth of knowledge and experience in both fields. He is a Lecturer in the Faculty of Law at the National University of Lesotho. He holds a Bachelor of Arts in Law and a Bachelor of Laws from National University of Lesotho, a Master of Laws from Harvard University, a Postgraduate Diploma in Taxation and a Doctor of Philosophy from University of Natal (now named University of Kwazulu-Natal).

Macheli teaches the Law of Taxation and Accounting for Lawyers at the undergraduate level and convenes the Law of Corporate Governance and Advanced Company Law at the graduate level. He re-joined NUL in October 2020 after nearly 20 years’ absence. In that intervening period, he headed the in-house legal department of the Lesotho Revenue Authority (now named Revenue Services Lesotho) as the Chief Legal Officer and Board Secretary where he oversaw about 99% success rate in litigation and helped the Authority to gain a reputation as fair and steadfast in executing its mandate without fear or favour or prejudice.

He led Lesotho’s tax treaty negotiations as Chief Negotiator and negotiated a score of tax treaties and information exchange agreements for Lesotho with other countries and jurisdictions. Macheli serves on the boards of directors of several companies in Lesotho.

Mr. Tabo Foulo

Independent Non-Executive Member (MBA)

Mr Tabo Foulo holds Masters degree in Economics from the University of Ottawa, Canada. In addition, he holds an Masters of Business Administration (MBA) finance from the Manchester Business School.

He has development finance and central banking  He joined the Central Bank of Lesotho in 1990 and rose through the ranks of the Bank to become the Deputy Governor responsible for financial markets and research. In 2016, he joined the Development Bank of Southern Africa (DBSA) serving in various capacities that included:Senior Policy Analyst and Chief Economist. 

Upon returning to Lesotho, Mr Foulo joined the Lesotho Millennium Development Agency (LMDA) in 2018. At the LMDA,  he led a multi-disciplinary team that  successfully negotiated and prepared a M6.0bn (about $300mn ) development assistance programme with the Millennium Challenge Corporation (MCC) of the United Stated of America. 

The programme focused  developing  Lesotho’s irrigated horticulture sector; the primary health sector and the small business sector.  In addition to being a board member at the Lesotho Post Bank, Mr Foulo’s current activities are mainly in the project preparation space.

Mr. Mopeli is a seasoned executive with over two decades of experience in the banking sector.   He has made his mark by sustainably growing the business units under his leadership, in that way making a lasting impact on the economy at large.

Prior to joining Lesotho PostBank, he has held strategic positions in several banks both locally and in South Africa. He acquired various skills in the areas of Finance, Corporate and Investment Banking, Retail, Commercial as well as General Management.  His core skills are in strategy, business development, people, risk, financial and stakeholder management.  He is a qualified Chartered Accountant CA(L) and holds Masters in Business Administration.

Advocate Retselisitsoe Makara is a holder of LLB degree from the University of Lesotho. Professionally, he is a member of the Compliance Institute of Southern Africa. He started his career in 2008 as a practicing lawyer in different law firms in Maseru. In 2011, Adv. Makara joined the Legal Voice Ltd; a legal risk insurance company, as Legal Officer and later promoted to the position of Senior Legal Officer. Then, he joined Lesotho PostBank as Debt Collection and Rehabilitation Officer. In December 2014, was transferred to the Legal Department for the position of Compliance Officer. After his determination and commitment, Makara got promoted to Legal and Compliance Manager, and subsequently to his current title of Chief Legal and Corporate Secretary Officer.
