Lesotho PostBank joins forces with provider of private credit Norsad Capital to create new opportunities for businesses in Lesotho |

Recognising their common goals, the Lesotho PostBank (LPB) has joined forces with Norsad Capital, a provider of private credit to businesses in a growth stage. This partnership was announced at a ceremonial event in Maseru, Lesotho, on 17 February 2023. LPB was set up by the Government of Lesotho with the goal of providing financial services to the many unbanked and underbanked Basotho in the country. To overcome the negative impact of financial exclusion, the Bank targets both rural and urban parts of the country for the expansion of its services. Both LPB and Norsad Capital focus on providing much-needed capital to businesses, which can be used to promote economic growth and improve the lives of people on the continent of Africa. “We recognise that we share common objectives in terms of private sector development in Lesotho, and this is what drives our decision to collaborate with each other,” explains Molefi Leqhaoe, the Managing Director of LPB. The parties have signed a Memorandum of Understanding which sets out the terms of the partnership. According to Kenny Nwosu, CEO of Norsad Capital, “In line with Norsad’s growth strategy of deepening investments in SADC, the MOU paves the way for Norsad to increase its investment activities in Lesotho through leveraging off the local presence of LPB” In terms of the agreement, the two parties will share contacts for potential business; assist each other when putting together sizable deals; and share an investment opportunity should the amount required exceed the limits available for funding by each party. “In addition to the various benefits, it will be helpful for us to have a partner on the ground in Lesotho who has local knowledge and can provide us with insights, for instance, about a business located in the country that we are considering doing business with,” Nwosu says. From a regional perspective, the deal fits in perfectly with the Norsad Capital focus on the Southern African Development Community (SADC), since Lesotho is one of the 16 states that make up this region. “This is a region most under-served by financial institutions, yet there is enormous business opportunity in the area,” says Nwosu, explaining the reason for the company’s focus. Identifying itself as an impact investor with a particular focus on the United Nations Sustainable Development Goals (SDGs), Norsad Capital aims to be a thematic impact investor that selects investments which clearly contribute to solving social and environmental challenges. This objective aligns with the overarching aim of the LPB: to improve the quality of life of the citizens of Lesotho. Many of the sectors that are of importance to Norsad Capital are equally significant for the LPB, namely: improving access to finance and allowing for greater financial inclusion, agriculture, promoting infrastructure development, and tourism and hospitality. All in all, this partnership augurs well for the future of the economy of Lesotho. Boose Primary School was assisted with the repairs of Water Solar Pump as part of Sponsorship under Community Development Projects held at Mapoteng Boose Primary on the 19th August 2022. The above-mentioned school is a government school located in Mapoteng, Berea District. The school was at high risk especially during this crucial time of Covid 19 pandemic due to the damaged water pump which led the students to use unclean water. Lesotho PostBank not only assisted the school but the entire community who also depend on the same water system. Press Conference: Response to an article published in Public Eye dated 9th July 2021 titled `PENSIONER ACCUSES POSTBANK OF FRAUD` |

Lesotho PostBank held a press conference on the 13th July,2021 at its head office to respond to an alleged fraud article published in Public Eye dated 9th July,2021 titled “PENSIONER ACCUSES POSTBANK OF FRAUD”. With reference to the article, the Bank replied as follows: A complaint from its customer, Mr. Andreas Mateyisi, was received on 15th April 2021. The complaint followed the Bank’s complaints procedure as prescribed by the Central Bank of Lesotho (CBL). The complaint referred to herein is related to the cash withdrawal of four thousand Maloti (M4,000.00). The Bank investigated the complaint and found that indeed the customer’s funds amounting to M4,000.00 were withdrawn by one of our staff members who worked as a teller at Mapholaneng Branch. The customer was immediately refunded and disciplinary action was taken against the teller who was later dismissed in May 2021. Subsequent to the complaint received, the Bank received correspondence from CBL on the 22nd June 2021, stating that Mr. Mateyisi alleged that cash amounting to one hundred and sixty-nine thousand Maloti (M169,000.00) was withdrawn from his account from 2008 to 2021. This complaint did not however follow the Bank’s complaints procedure. That is, the Bank did not receive any complaint from the customer relating to cash withdrawals amounting to M169,000.00. It suffices to say the customer did not give the Bank a chance to investigate and deal with the complaint but rather decided to lodge the matter with the CBL and media houses. Nonetheless, the Bank decided to investigate the allegations, and it was unveiled that all the cash withdrawal vouchers in our possession were signed by the customer. Therefore, on that basis the transactions were initiated by the customer. Furthermore, it is surprising that the customer alleges his funds were withdrawn since 2008 yet he has never reported the matter to the Bank or the Police. However, the Bank has reported the matter to the Police to further investigate customer’s allegation of fraud. The Lesotho PostBank Management wished to reassure its customers and the public at large that it continues to operate as regulated by the CBL and that customers’ funds are safe. The Bank has policies and procedures in place to address customers’ complaints and queries, therefore our customers were encouraged to approach the Bank whenever they have complaints through our toll-free number 80099920, social media pages, our branches or the office of the Managing Director. Lesotho PostBank signs a MOU with The Ministry of Finance (as Guarantor) and Ministry of Agriculture and Food Security |

Lesotho PostBank has signed a memorandum of understanding with The Ministry of Finance (as Guarantor) and Ministry of Agriculture and Food Security under a partial credit guarantee scheme whereby the Bank will advance vehicle finance specifically for the purchase of tractors and their accessories to eligible borrowers at the preferential interest rates as agreed to herein. The guarantor will open an investment account with the Bank and deposit an amount up to M50 million in it, which the account will hold the partial credit guarantee facility funds, and once opened, the guarantor shall not have access to the funds until the duration of the Tractor and its Accessories Finance advanced to the borrowers has lapsed with no outstanding fees pending. Out of the M50 million that the guarantor has deposited with the Bank, farmers will be provided with thirty percent (30%) as subsidy on the total cost of the tractor and its accessories to help keep the price of the tractor and its accessories at affordable prices. Farmers will make a (written) request /application to the Bank and upon due diligence, the Bank will submit a recommendation letter to the office of the Deputy Principal Secretary (DPS) at the Ministry. The Bank is under the obligation to assess affordability to ascertain whether the borrower qualifies for a Tractor and its Accessories Finance in accordance with this agreement in conjunction with the Bank’s policies and processes. | ![]() |
Alliance Insurance funeral premium payments through Khetsi Agents and Lesotho PostBank Branches. |

Lesotho PostBank (LPB) and Alliance Insurance Company have officially launched the payment of Alliance funeral premiums through KHETSI agents. The functionality will afford anyone with an Alliance funeral policy an opportunity to conveniently pay their premiums at the nearest approved KHETSI agents. In addition, the premium collections service will be extended to all Lesotho PostBank branches. A receipt will also be issued to customers immediately after the premium transaction has been effected for customers’ reconciliation purposes. LPB introduced digital platforms that encompassed Mobile and Internet Banking in 2017. The Bank then later introduced the KHETSI mobile wallet in 2019. This digital transformation aimed at addressing the challenge of financial exclusion in the country. LPB’s digital users have been able to conveniently pay their insurance premiums through Mobile Banking, Internet Banking, and Mobile Wallet, and now everyone who is an Alliance Insurance funeral policy holder can now use LPB outlets to pay their premiums irrespective of whether they are LPB customers or not. The Bank currently has KHETSI agents and branches covering the entire country and aims to increase its footprint to banking agents in 2021. Alliance is also intentional about ensuring that its services are easily accessible to Basotho from all corners of the country and continues to improve their services and delivering to the needs of their customers. This partnership is yet another step in the right direction, ensuring peace of mind for its clients. The initiative is not just meant to address financial inclusion but also portrays a caring trait from two locally brewed organizations to the Basotho nation as it sends convenience to their doorstep, allowing them to save money spent on transport to go to branches and time spent on long queues. Operation Hloekisa Lesotho - Maseru |

Lesotho PostBank was part of “Operation Hloekisa Lesotho” Campaign which was launched on Friday the 18th September 2020 by The Right Honourable Prime Minister. The Operation Hloekisa Lesotho campaign is intended to beef up all efforts aimed at keeping Lesotho clean. It has been appealed by Dr Majoro to Basotho to keep the environment clean, saying waste has a bad impact to the economy of the country as it discourages tourists and investors from visiting the country. He said it is the responsibility of every Mosotho to keep Lesotho Clean, urging all districts to participate in this initiative by at least carrying out the cleaning campaign once a month in their respective areas. Speaking in an interview, the Minister of Communication, Science and Technology, Chief Thesele Maseribane said it is important to keep the environment clean, adding that the polluted environment contributes in causing effects of climate change. He said littering of plastics is not only harmful to humans but also to animals hence it is important to keep the environment clean. Matholeng Safe House - Corporate Social Responsibility |

As part of Corporate Social Responsibility, Lesotho PostBank visited Matholeng Safe House at Mafeteng, Lesotho on the 31st of July 2020. Briefly, Matholeng Safe House began its operations in 2001 as a community project to feed vulnerable children and elders in the area. Through the help of the Former Deputy Prime Minister Archibald Lesao Lehohla, the community and 155 Ireland Volunteers were able to build a home for the vulnerable. Since 2008, Matholeng Safe House has been providing food and shelter to the vulnerable and continues to sustain the orphanage centre by producing their very own, Petroleum Jelly, Variety of Sauces, Porridge and aid from the Ministry of Social Development. With assistance from 10 caretakers, the home looks after 16 children with the age range of 3 years to 24 years and attend schools from pre-school to higher education level (tertiary). Lesotho PostBank therefore through its existing corporate social responsibility project called ‘BankaTemeng“, took it upon itself to visit Matholeng Safe House, to clean and revamp the house by painting and also donating a variety of household furniture, cosmetics, food and sanitizers. If the Lesotho PostBank engages third-party data processors to handle or process personal data on its behalf, the Lesotho PostBank undertakes to adopt contractual or other means to prevent unauthorized or accidental access, processing, erasure, loss, or use of the data transferred to the data processors for processing.
In addition, the bank has introduced One Time Password (OTP) as an additional second-factor authentication for financial and sensitive transactions performed on the Mobile Banking Application. OTP is a five-digit numerical code sent in real-time as SMS to your registered mobile number while performing the transaction and is auto-read by the Mobile Application.

Lesotho PostBank through the Mobile Banking application uses your Contact List for the “Pay to Contacts (P2C)” service. Information about your contacts in your address book, including mobile numbers, will be sent to Lesotho PostBank back-office systems responsible for Mobile Banking payment processing. The contacts with their masked account numbers are protected during transaction processing. The service helps to fast-track the transaction initiation through the use of registered contacts by the customer. The contact list of unregistered users is not processed nor stored by the Bank. A medium to long-term loan aimed at financing personal financial commitments. It primarily focuses on individuals with constant monthly income. Loan repayment is deductible from source or from the account at Lesotho PostBank.
A short-term borrowing that is paid on demand. It allows individuals, businesses, and corporates to overdraw their current accounts to a set limit, to meet short-term shortages of money and serves as working capital that includes stock, debtors, and creditors for businesses.
Short-term financing with specific repayment source either as once-off or periodic with identified source of income. The loan can either be for salaried and non-salaried individuals.
A medium to long-term loan specifically designed to fund, re-finance, and/or enhance residential properties. The loan is primarily based on the property being bonded, and affordability to repay installments.

Advocate Mampe Matela-Mphana is an LLB graduate from the NUL, she was a senior magistrate in the Magistrates’ courts of Lesotho for over a decade. She joined the banking sector in 1997 and was one of the first two candidates to be trained in the discipline of Compliance culture and introduce it in the field. Advocate Matela-Mphana has immense governance experience from training and her role as a legal advisor but also as a company secretary and compliance officer at the then Lesotho Bank, Standard Bank, Nedbank, and Econet Telecom Lesotho where she was also Chief Regulatory Officer. Advocate Matela-Mphana is currently employed at PicknPay handling all legal, compliance, and industrial relations matters.
Rankobane Mathule, a Board Member at Lesotho PostBank, holds a BSc degree in Mathematics and Physics plus both a BTec. and a Master’s degree in Electronic Engineering. He has experience and training in Corporate Governance, IT Governance & Risk Management, Fixed & Mobile telecommunications networks planning and project management from Engineering through to Operations. An experienced leader with an excellent track record of building high performing teams that consistently deliver on customer commitments, whilst achieving operational efficiency. He has vast experience as a Lecturer in Electronics and Telecommunications, IT and production systems automation, and ICT regulation. He is highly skilled in Telecommunications, leading multi-functional teams across countries, business Management as well as change Team Leadership. Proven track record in business improvement initiatives within a variety of operational and strategic roles. He is also an innovator and someone who thinks out of the box as borne by the several initiatives of national importance from his days as a lecturer at the National University of Lesotho (NUL) to matters of ICT Regulation whilst at LCA.
With a BCom degree from the National University of Lesotho, a Henley Business School qualification and an associate member of the Institute of Bankers, Mrs. Mathafeng’s career spans a decade in the Banking industry. She most notably held the position of Corporate Manager at Standard Lesotho Bank, a first for a Mosotho female. Undaunted by the challenges of operating what was then a relatively young Hospitality and Tourism industry; she ventured into breaking ground and creating numerous hospitality establishments in Lesotho. Her business acumen and tenacity as a serial entrepreneur meant undertaking several women centric farming, tourism, and hospitality projects in the northern region of the country. In addition to all her accomplishments, Mrs. Mathafeng was a Member of the Grading awards Committee (Lesotho Tourism Development Corporation) and is currently the Chairperson of the Northern Tourism forum.
Lethola Mokete is currently serving as the Chief Executive Officer of Lesotho Institute of Accountants, Mr. Lethola Mokete has over ten years’ experience in leadership and management. Amongst many businesses, Lethola founded and managed two companies; Lounge City (Pty) Ltd, which manufactures and sells custom made furniture and Sky Blue Academy, which tutors professional accounting qualifications. He gained strategic leadership skills gained from his former role at Lesotho Institute of Accountants as council member, chairman of the council membership recruitment and admissions committee and on his last year, as the Institute’s Vice President. Mahooana currently holds a Chief Operations Officer position and also serves as a member of the Board of Directors of Lesotho PostBank.
Mrs. 'Makatleho Martha Morake has more than 20 years of work experience in different industries. She is currently the Chief Financial Officer at Lesotho PostBank and responsible for management and planning of the Banks’ financial resources. Prior to joining Lesotho PostBank, she worked as Financial Controller at Lesotho Flour Mills. She holds both MBA degree with University of Free State and Chartered Accountant (Lesotho). She participated in implementation of IFRS 9 for Lesotho PostBank and attended various workshops which include: International Financial Reporting Standards, Integrated Thinking and Reporting and BASEL II, III & ICAAP. Advocate Retselisitsoe Makara is a holder of LLB degree from the University of Lesotho. Professionally, he is a member of the Compliance Institute of Southern Africa. He started his career in 2008 as a practicing lawyer in different law firms in Maseru. In 2011, Adv. Makara joined the Legal Voice Ltd; a legal risk insurance company, as Legal Officer and later promoted to the position of Senior Legal Officer. Then, he joined Lesotho PostBank as Debt Collection and Rehabilitation Officer. In December 2014, was transferred to the Legal Department for the position of Compliance Officer. After his determination and commitment, Makara got promoted to Legal and Compliance Manager, and subsequently to his current title of Chief Legal and Corporate Secretary Officer.

Mrs. Morake has more than 24 years of work experience in different industries, including manufacturing and Banking. She is a holder of MBA degree from the University of Free State. She is, also, a Chartered Accountant (Lesotho) and holds professional membership for Lesotho Institute of Accountants as Chartered Accountant in Practice. She received training in the following areas, amongst others: Leadership; International Financial Reporting Standards; Integrated Thinking and Reporting; and BASEL II, III & ICAAP. She played a key role in the implementation of International Financial Reporting Standard 9 at Lesotho PostBank when it was introduced by IASB IFRS Foundation and the International Accounting Standards Board.
Ms. Tshehlo has over Eighteen (18) years of banking experience gained from various functions; retail, business, and corporate banking. She is responsible for ensuring the team achieves profitability, target growth and meets sales revenue targets. She started her career at Lesotho PostBank in 2005, later joined First National Bank Lesotho for four years where she managed various branches. In 2016 she came back to Lesotho PostBank where she holds Chief Sales Officer position. She has Diploma in Accountancy and pursuing leadership courses. Ms. Mathabo Tshehlo has a strong business acumen. This is reflected in her ability to envision what should be done to bring about a more profitable, successful future within the sales cluster. Prior to joining LPB, Mrs Thamae gained crucial banking experience at First National Bank – Lesotho as the Business Banking Manager from 2012 – 2014. She completed the Chartered Accountant – Lesotho stage (ACCA) in 2012 and the Bachelor of Science in 2005. Mrs Thamae has been appointed as Chief Credit Officer of Lesotho PostBank (LPB) from August 2020 to date and has been extensively involved in credit risk management, lending to different socioeconomic sectors and segments, and formulating the bank’s credit policy and credit strategy. She has been with LPB for over Eight years. She led the project scope and parameterisation streams during the Core Banking System Upgrade Project from 2016 – 2017.
He holds a BCom Banking degree from the University of Pretoria. He has further qualified with the Institute of Bankers in South Africa. He has about 31 years of continuous banking experience. His knowledge ranges across credit evaluation and management, credit governance and risk management. His areas of work in the banking environment have included branch operations, retail banking, business banking, corporate banking and credit department. His banking experience ranges from junior positions, middle as well as senior management. Further, he is a member of the Institute of Bankers in South Africa.
Adv. Makara holds a Bachelor of Laws degree from the National University of Lesotho. He has enrolled for several short courses ranging from governance, strategy and leadership. It is worth indicating that, he is currently studying towards the Chartered Governance Practitioner qualification with the Chartered Governance Institute of Southern Africa. He has 12 years of experience spanning litigation, debt collection, contract management, compliance, and corporate governance. Adv. Makara is also a member of the Compliance Institute of Southern Africa. His previous roles include working with several law firms in Maseru before joining Legal Voice as a Senior Legal Advisor. He later became a Debt Collections and Rehabilitation Officer within the Credit Department of the Lesotho Postbank before moving to Compliance. She signed off her articles with South African Institute of Chartered Accountants (SAICA) and is a member of Institute of Internal Auditors (IIA), Information Systems Audit and Control Association (ISACA), as well as Chartered Institute of Management Accountants (CIMA). Ms. Letele joined Lesotho PostBank as Chief Audit Executive in 2016. She has 18 years of experience, 13 of which have been in the financial services sector. Her experience includes internal audit, external audit, governance, risk, and compliance. She worked at Moores Rowland, Price Waterhouse Coopers (PWC), Auditor General of South Africa (AGSA), Momentum, and FirstRand Bank Group
Nare Matsoha is an MBA (Finance) Candidate, holding a Postgraduate Diploma in Business Administration. His undergraduate qualification is a BA Economics with a minor in Statistics. He has undergone Registered Person Examinations (RPE) with South African Institute of Financial Markets. Moreover, in pursuit of continuous professional development throughout his career, he has undertaken several short courses including Compliance Management with UCT and Strategic Leadership with the prestigious Gordon Institute of Business Science (GIBS). He has over 17 years of experience in the banking industry, with more than a decade of experience in treasury and balance sheet management. He has superb local and regional (SADC) level experience dealing with payment systems, which culminated in a Vice-Chairperson seat on the SADC Payment System Management Body (SADC-PSMB).
`Mamohau Mapota has a graduate diploma in Sales and Marketing from IMM Graduate School. She has more than 32 years working experience in Sales in local and RSA Corporates.
